2021.03.07 Select Board Update

Summary
Network construction is underway and the essential work in the village center has been completed to alleviate conflicts with the DOT traffic calming project, which will be resuming soon. The subscription website is operational and we are encouraging all residents to sign up so that WhipCityFiber can plan the installation schedule for the summer. There will be a virtual information session on March 16. Sign-ups are currently at 20%, mostly through word-of-mouth. The project remains on budget. WhipCityFiber is recommending a “safe” schedule with FSA01 (the first fiber service area) lighting up in July and the other FSAs following at two-month intervals. The town is working with WGE and TriWire to try to accelerate this schedule if possible. Currently, the lack of fiber splicing and testing crews seems to be the bottleneck.

2020.11.01 Select Board Update

Summary
Verizon has now approved 14 licenses (out of 17), with just a few poles left on the other applications. This remains the main schedule driver. We will start the construction of the distribution network as soon as possible; our conservative estimate is April 1, 2021. We have completed all path preparation projects except Warner Hill Road, which should be complete in November. Construction of the network equipment room is complete; electronics could start being installed later this year. The project remains on budget. The first tranche of town borrowing for $500,000 is expected to close on November 10, 2020.

2020.08.30 Select Board Update

Summary

Verizon has approved two licenses (out of 17) but the estimated final completion date is still December 31, 2020. This is the main schedule driver. Based on this date, we anticipate starting construction of the distribution network in April, 2021. We are working to complete several “path preparation” projects:  Heath Stage Terrace is complete. National Grid was granted approval to install new utility poles along Hawk Hill Road, eliminating the need for the town to install underground conduit there. The new utility poles have been installed along Tower Road; tree trimming is being scheduled. Design adjustments on Warner Hill require a pole hearing which is scheduled for September 8. Construction of the network equipment room is complete; electronics could start being installed later this year. So far, the project remains on budget. We are anticipating the first tranche of town borrowing in September, 2020.

National Grid Supports Hawk Hill Rd. Path Preparation

National Grid will be replacing the underground electrical service on a portion of Hawk Hill Road with an aerial solution. At a pole hearing on August 24, National Grid received Select Board approval for the poles to be placed in the road right of way. Once complete, National Grid will allow the Charlemont municipal fiber network to use these poles for the fiber optic cable.

Path Preparation Procurement Public!

Working with our partners Westfield Gas and Electric (WG&E) and delayed by pandemic response, Charlemont has published the procurement package for installing conduit in special situations where aerial utility lines do not currently exist. Bids to be opened on May 22, 2020, with a pre-bid conference on May 8. The award is expected in June. Quotes rejected for Hawk Hill Rd. and Heath Stage Terrace Conduit

The town received quotes from two bidders. Both of the quotes exceeded the estimated cost of the work through an intergovernmental agreement with Westfield Gas & Electric. As a result, the town decided to decline all of the quotes at this time.

Hawk Hill Rd, Heath Stage Terrace marked for DigSafe

A solicitation is being prepared for the procurement of roadway conduit on Hawk Hill Rd. and Heath Stage Terrace. The opportunity is expected to be available soon through the FRCOG. To support potential bidders, these areas have been marked for DigSafe. Please note that National Grid does not mark the wires going to individual homes, only the distribution lines in the utility right of way.
